Hardship Extension
If you are experiencing hardship preventing you from meeting the above 2027 renewal requirements milestone, DCR will grant a one-time hardship extension.
Please note that this extension is a one-time extension and it does not push any other future renewal milestone deadlines. Next year, you’re still required to meet all 2028 renewal requirements. A record holder requesting an extension must also submit the required 2027 renewal application, necessary documents, and pay applicable fees.
To claim a hardship extension, please complete LIC-4025-FORM and ensure you check the appropriate box under Attestation No. 1 noting you have NOT met the 2027 renewal requirements.
DCR Renewal Payments
The 2027 renewal fees can be paid: online through Cannabis BillPay; in person at an LADBS Development Services Center with no appointment; in person, by appointment only, at the Office of Finance; or by mail to the Office of Finance. For other instructions and rules, please visit the Fees and Payments page and/or refer to the information at the bottom of your 2027 renewal application invoice.
Please note that DCR renewal fees have increased. DCR recognizes that higher fees create additional financial challenges for many operators. DCR is utilizing grant funds to provide a limited renewal fee waiver. Social equity licensees that submit for renewal may receive a fee waiver, subject to availability. A Social Equity Licensee is an approved Social Equity Applicant (SEA) business who holds either an Annual License or an Annual License Application with Temporary Approval. Annual License Applications that have not reached the milestone status of Temporary Approval prior to September 1, 2026, are not eligible for any 2027 Renewal Fee waivers.
Note: DCR provides fee waivers using funding provided by the State's Cannabis Equity Grant (CEG). The person benefiting from CEG funds must meet the SEIA eligibility criteria according to the grantor. For example, if a successor in interest on the record does not meet the verified SEIA criteria, CEG funding may not be used per the grantor's policy. Therefore, DCR would be unable to provide waivers for that record.
Late Renewal Period
DCR will also have one late renewal period from Tuesday, November 3, 2026, to Monday, November 30, 2026. Additional late fees will apply. A late renewal application can be: a late renewal submission, late renewal payment, or late renewal document corrections. Fee waivers available to Social Equity licensees will NOT apply to late fees, and may not be available after November 2, 2026.
