The Department of Cannabis Regulation (DCR) opened its 2026 renewal period on September 2, 2025, and the regular period ends on November 1, 2025. Please note that all 2025 Application Records and Licenses will expire after 11:59 p.m. on Wednesday, December 31, 2025.
For the 2026 Renewal Period, DCR will utilize grant funding to provide fee waivers to Social Equity Applicants to cover the standard License and Application Record renewal fees. Please note that, to be eligible for the waiver, Social Equity Applicants must still complete and submit a renewal application during the regular 2026 License renewal period (no later than November 1, 2025) to demonstrate your intent to keep your record / license active. Licenses and Application Records will not be renewed automatically.
During this renewal period, DCR will allow fictitious business name / DBA and business premises diagram modifications to be submitted without incurring extra charges. The renewal period is also an opportunity to review and update other contact types, such as Neighborhood Liaison, Consultant, Law Firm, and Authorized Agent. However, relocation, 100% ownership changes, and entity substitution modifications will not be permitted until the renewal process is completed. In Order to Renew, You Must
- Submit a renewal application and documents to the DCR Licensing Portal.
- Complete and upload the Public Health, Building & Operating Permits Attestation form (LIC-4025-FORM)
- A current Indemnification Agreement (LIC-4005-FORM)
- A current Successor In Interest Form (LIC-4018-FORM) [required for SEAs only]
- A current Ownership and Financial Interests Form (LIC-4008-FORM)
- Phase 2, Tier 3 Applicant Attestation (LIC-4023-FORM) [required for phase 2, Tier 3 applicants only]
- Evidence of site control valid through December 31, 2026
- A current Business Premises Diagram
- Submit payment of renewal fees. A renewal invoice will be generated by DCR once a Licensee submits their 2026 renewal application(s) through the DCR Licensing Portal.
- General Applicants will have their 2026 Renewal Invoice generated automatically and saved to their record in Accela upon submission of the Renewal Application.
- Social Equity Applicants will receive confirmation of their 2026 Renewal Invoice waivers following initial review by DCR.
- Note: In addition to the 2026 Renewal fees, all applicants are also responsible for paying any other outstanding fees due on the record. All outstanding fees must be paid before DCR will review the Renewal Application. Upon submission of the Renewal Application, DCR staff will prepare updated invoices for any other outstanding fees.

- You must schedule and confirm a payment appointment with the Office of Finance by Monday, November 3, 2025. Payments will be considered timely only if you schedule and confirm a payment appointment with the Office of Finance by November 3 even if the appointment occurs after November 3. - Mail - Mailed payments must be postmarked on or before Monday, November 3, 2025.

Online (Cannabis Billpay)
Payment Options: Debit/Credit Card (subject to surcharge) or eCheck/Bank (no surcharge)
- Must pay the full amount of a single line item. Partial payments of a line item will not be accepted.
- Invoices will be available for payment online one day after the invoice was generated.
- Online payment will NOT be an option after 11/3/2025.
Please note the following:
- All persons who have allowed their license(s) to expire and who continue to engage in Commercial Cannabis Activity are subject to an enforcement action and/or criminal penalties for unlicensed Commercial Cannabis Activity.
- Applicants and Licensees who do not pay their Annual License Application fees will not be allowed to refile.
A renewal application must be submitted by November 1, 2025, and required fees paid by Monday, November 3, 2025. DCR will consider renewal fees paid timely if, by November 3, 2025, the applicant has confirmation of a payment appointment scheduled with the Office of Finance.
Late 2026 Renewal Applications and/or late renewal payments may be submitted after their due dates, however, the renewal fee will be subject to Expedited Services Fees. Renewal applications submitted on or after November 2, 2025, or those without renewal payments made by November 3, 2025, will be subject to Expedited Services Fee Level 1 (150% rate) through December 31, 2025. Expedited Services Fee Level 2 (200% rate) will apply from January 1, 2026 through February 28, 2026. Submission of a renewal application and/or payment of the renewal fees does not guarantee renewal. Activities associated with unpaid Annual License Application fees will be deemed abandoned and those activities are ineligible for refiling. Failure to timely pay fees will result in abandonment, denial, and/or and any uncollected debt may be forwarded to a collection agency.
