2. Critical Upcoming Deadlines

• Renewal Cycle Beginning September 2025: Applicants and Licensees must submit LIC-4025-FORM attesting that they understand and acknowledge the requirement to submit plans for plan check with LADBS and to obtain a Public Health Permit and all other required clearances by September 1, 2026.

• Public Health Permit Deadline (September 1, 2026): All Applicants and Licensees must obtain an active Public Health Permit from the Los Angeles County Department of Public Health for each Commercial Cannabis Activity listed on their Application or License.

• Renewal Cycle Beginning September 2026: Applicants and Licensees must submit LIC-4025-FORM with their Public Health Permit and LADBS Clearance Summary Worksheet, attesting to the requirement to obtain a building permit from LADBS by September 1, 2027.

• Building Permit Deadline (September 1, 2027): All Applicants and Licensees must obtain a valid Building Permit from the Los Angeles Department of Building and Safety (LADBS) for the Commercial Cannabis Activities listed on their Application or License.

• Renewal Cycle Beginning September 2027: Applicants and Licensees must submit LIC-4025-FORM attesting that they have obtained a building permit from LADBS and will pass all inspections to obtain a Certificate of Occupancy by September 1, 2029.

• Begin Certificate of Occupancy Inspection Process (September 1, 2028): All Applicants and Licensees must have begun the inspection process pursuant to their Building Permit and be working toward passing all inspections to obtain a Certificate of Occupancy by the September 1, 2029 deadline.

• Renewal Cycle Beginning September 2028: Applicants and Licensees must submit LIC-4025-FORM attesting that they have begun the inspection process pursuant to their building permit and are working toward obtaining a Certificate of Occupancy by September 1, 2029.

• Certificate of Occupancy Deadline (September 1, 2029): All Applicants and Licensees must obtain a valid Certificate of Occupancy from LADBS for all Commercial Cannabis Activities listed on their Application or License and maintain an active Public Health Permit.

• Renewal Cycle Beginning September 2029: Applicants and Licensees must submit LIC-4025-FORM providing their Certificate of Occupancy from LADBS, an active Public Health Permit, and all other required permits and clearances.

• Operating Permit Requirement (January 1, 2031): All Licensees must obtain an Operating Permit from DCR. To qualify, a Licensee must pass either a Final Inspection or their 2030 annual compliance inspection, and submit both a Certificate of Occupancy and an active Public Health Permit. After this date, no Commercial Cannabis Activity may be conducted without an Operating Permit.

• Temporary Approval Renewal Sunset Dates (February 28, 2027 and extended to February 28, 2031 for Social Equity Storefront Retailers): DCR may renew Temporary Approval for Social Equity Licensees conducting Storefront Retailer Commercial Cannabis Activity only until February 28, 2031. DCR may renew Temporary Approval for all other Licensees until February 28, 2027. Licensees are encouraged to begin preparing early to meet all requirements for the issuance of an Operating Permit prior to the expiration of Temporary Approval.

• Expiration of Temporary Approvals (December 31, 2031): Any Temporary Approvals issued for calendar year 2031 may not be renewed and shall expire December 31, 2031 after 11:59 p.m.
