2. Critical Upcoming Deadlines

Stay compliant by keeping track of these important deadlines for your commercial cannabis activities. These deadlines are based on the Los Angeles Municipal Code and the Rules and Regulations for Cannabis Procedures.

Upcoming Deadlines:

• Attestation and Plan Check Filing Deadline (November 30, 2025): All Applicants and Licensees must submit the ENF-3007-FORM attesting that they understand and acknowledge the requirement to obtain a Public Health Permit and that they have submitted plans to the Los Angeles Department of Building and Safety (LADBS) for review.

• • Reference: DCR Rules & Regulations, Regulation No. 5, Section A(8)(i)(a)

• Agency Clearances Deadline (November 30, 2026): All Applicants and Licensees must submit the ENF-3007-FORM and include the LADBS Clearance Summary Worksheet to confirm they have obtained all necessary permits, clearances, or authorizations from applicable agencies.

• Building Permit Deadline (November 30, 2027): All Applicants and Licensees must submit the ENF-3007-FORM attesting that they have obtained a valid Building Permit from LADBS for the commercial cannabis activities listed on their application or license.

• Certificate of Occupancy and Public Health Permit Deadline (November 30, 2028): All Applicants and Licensees must submit the ENF-3007-FORM attesting that they have obtained both a valid Certificate of Occupancy from LADBS and an active Public Health Permit from the Los Angeles County Department of Public Health.

• Operating Permit Requirement (January 1, 2030): All Licensees must obtain an Operating Permit from the Department of Cannabis Regulation (DCR). To qualify, a Licensee must pass either a Final Inspection or their 2029 annual compliance inspection and submit both a Certificate of Occupancy and an active Public Health Permit. After this date, no Commercial Cannabis Activity may be conducted without an Operating Permit.
