2026 Retail Lottery

Phase 3 Retail Round 3 Type 10 Application Lottery

Type 10 application processing for Cannabis Retail Storefront Licences pursuant to Los Angeles Municipal Code (LAMC) Section 104.06.1(d) is commonly referred to as Phase 3 Retail Round 3 (P3RR3). Applicants in P3RR3 will be selected by a randomized lottery process.

To participate in the P3RR3 Lottery for retail storefront (Type 10) applications, an individual must be verified as a Social Equity Individual Applicant (SEIA) and also submit their intent to participate by registering for the P3RR3 Lottery. DCR conducted Social Equity Individual Applicant verification periods in 2019, 2022, and 2025. Over 2,000 individuals have been designated as SEIAs and may be eligible to register for the P3RR3 Lottery. An SEIA shall be disqualified from participating in the P3RR3 Lottery for any of the offenses specified in LAMC Section 104.04(c) or (d).

P3RR3 Lottery Process Overview

Brief Overview

In preparation for the P3RR3 Lottery, the Department of Cannabis Regulation (DCR) contracted with FTI Consulting, Inc. (FTI) to administer the lottery selection process.

SEIAs will be randomly selected during the P3RR3 Lottery. FTI will ensure a fair, unbiased, and blind selection process using professionals removed from any matters involving cannabis or involving cannabis entities during the duration of the P3RR3 Lottery. Lottery selections will be done by FTI, not DCR. DCR will make a predetermined number of retail storefront Pre-Application Review record slots available in the December 4, 2026, P3RR3 Lottery, based on the available license capacity citywide.

A “blind” selection process means that the entity which selects the SEIAs does not know their identity. The ”blind” selection process means that no one involved in the process, including FTI, DCR, and other City departments, will know the identity of who is being selected until after the selection process has been completed and the data from each party is reconciled.

Specific lottery procedures will be posted on November 19, 2026.

The Lottery will be conducted on December 4, 2026. The event will be livestreamed and recorded. Interested individuals can view the livestream of the Lottery process on DCR’s website. Those SEIAs selected during the P3RR3  Lottery will be afforded a maximum of two years from the date of the P3RR3 Lottery to submit their Pre-Application Record using a compliant property in any Community Plan Area that has not reached Undue Concentration on a first-come, first-served basis until each Community Plan Area has reached Undue Concentration.
